Serious Emotional Disturbance (SED) is a designation for children who have a mental, behavioral, or emotional disorder which substantially interferes with or limits the child's ability to function in family, school, or community activities.

Childhood SED is defined as the presence of a diagnosable mental, behavioral, or emotional disorder that resulted in functional impairment which substantially interferes with or limits the child's role or functioning in family, school, or community activities (SAMHSA, 1993).

Children with the most serious emotional disturbances may exhibit distorted thinking, excessive anxiety, bizarre motor acts, and abnormal mood swings. Many children who do not have emotional disturbance may display some of these same behaviors at various times during their development.

Behavioral Signs of SED

These behaviors can manifest in different ways and may vary from child to child. Some common behavioral signs of SED include: Aggression or violent behavior towards themselves, others, or objects. Impulsivity and difficulty controlling their emotions or actions.

Serious Mental Illness (SMI) -Severe Emotional Disturbance (SED) Criteria.

Definition. A child with a Serious Emotional Disability shall have emotional or social functioning which prevents the child from receiving reasonable educational benefit from general education.

To be diagnosed with an EBD, a person must demonstrate an established pattern of one or more of the following: Withdrawal or anxiety, depression, problems with mood, or feelings of low self-worth. disordered thought processes with unusual behavior patterns and atypical communication styles.

Special Note: ADHD can be utilized as the primary condition for SED if the functional limitations and the determination of SED is made by a licensed mental health professional.
