In order to use the armor, the player requires at least 
Combat Level 16. If the set is converted for Dungeons, it requires 
Catacombs Level 12 or higher.

Obtaining
Strong Dragon Armor pieces can either be crafted with 
Strong Dragon Fragments, or have a 30% chance of being obtained from killing 
Strong Dragons in the Dragon's Nest section of The End.
